Kevin Sloboda, chief of municipal enforcement for the City of Iqaluit, says careless pet-owners are the root cause of the city’s growing problem with loose dogs. Sloboda’s department is short of one employee to combat the problem, but filling the position would make little difference, he says. ““It’s not that Iqaluit has a stray dog problem. The problem is that a lot of these owners will let them out their doors and let them do whatever. And we’re just seeing a lot more of that.
