Cathy Towtongie, president of Nunavut Tunngavik Inc., and George Kuksuk, the Nunavut economic development minister, sign an agreement Dec. 4 on how to talk to each other about changes to the GN’s controversial Nunavummi Nangminiqaqtunik Ikajuuti policy. The special agreement they signed is called a “memorandum of understanding,” or MOU. Neither organization said anything about what is contained in the MOU or what changes they might make to the the NNI policy in the future. The NNI policy, the GN’s instrument for complying with Article 24 of the Nunavut Land Claims Agreement, provides competitive advantages to Nunavut and Inuit owned businesses that bid on GN contracts (PHOTO BY PETER VARGA)
