Community once wanted Desmond Kaosoni banned from returning

CAMBRIDGE BAY— A Cambridge Bay man with a record of violent sexual assaults is back in custody at the North Slave Correctional Centre in Yellowknife following his arrest in Cambridge Bay on Sept. 24.
Police allege Desmond Kaosoni broke the conditions of a peace bond by consuming alcohol, Sgt. Charlie Gauthier of the Cambridge Bay RCMP detachment said.
Police also charged Kaosoni with uttering threats. He will appear again in court in Cambridge Bay on Oct. 18.
Kaosoni was released from Warkworth Institution in Ontario last April after serving the full five years of a prison sentence imposed for convictions on four violent sexual assaults that took place in Cambridge Bay in September of 2004.
Shortly before that incident Kaosoni had returned to Cambridge Bay from Iqaluit, where he had served a 12-month sentence for other sexual assaults that took place in December, 2003.
In 2004, Cambridge Bay’s hamlet council discussed asking a judge to ban Kaosoni from returning to the community, but decided that banning Kaosoni would be too complicated and would have little effect on future repeat offenders.
Instead, the hamlet agreed to write a letter which was tabled in the legislative assembly, to Paul Okalik, who was then the minister of justice.
In that letter, Terry McCallum, then the mayor of Cambridge Bay, said communities should be advised when violent offenders are returned to their hometowns.
Last April, the RCMP put out a public warning about Kaosoni shortly before his return to Cambridge Bay.
“RCMP believe this warning to be in the interest of the public as Kaosoni is considered a high risk to reoffend. The public is encouraged to take precautionary measures at all times,” said the April 20 news release.
