If Quebec wants to build a deepwater port in Kuujjuaraapik, which lies at the mouth of the Great Whale River (shown here), as well as a road linking the community to the south, Hydro-Québec likely has plans for a new large-scale hydroelectric project upriver. The last time Quebec wanted to dam the Great Whale River, a scheme advanced by the government of Robert Bourrassa in the early 1990s, the project met with stiff opposition from environmental groups and was shelved in 1994.
