Noah Papatsie and his guide dog Xeno pose for a photo with other city councillors and Justice Sue Cooper after she swore Papatsie in as the newest Iqaluit city councillor Nov. 4. “I’m really happy I’m here and I’m surprised still,” Papatsie said. “I’m really thrilled to be a part of the team with the City of Iqaluit so I’m looking forward to the meetings and whatnot.” Papatsie won his city council seat in a by-election Oct. 28, held following the death of city councillor and former mayor Jimmy Kilabuk.
