Prime Minister Stephen Harper takes a sip of water while making a speech Aug. 14 at the Tower Arctic building on Iqaluit's Federal Road. Harper promised that Canadian Rangers may keep their Lee-Enfield .303 rifles after they're replaced by the new C-19 rifle; that the Junior Rangers will increase by 15 per cent to 5,000 members; and that Gjoa Haven will get a Sir John Franklin heritage centre.
