Welcome to the Nunavut Hilton. This behavioural unit at the Baffin Correctional Centre was originally designed for one inmate. Now it holds three. The original drywall is now mostly covered with plywood and the old flooring has been stripped off to uncover a bare cement floor. To fit three inmates into this cell, a mattress lies on the floor next to the toilet. The Correctional Investigator of Canada says BCC is unsafe for staff and inmates alike and should be shut down.
