Former manager of Arctic Bay hunting association charged with fraud
Investigation flagged more than $230,000 in unauthorized transactions

RCMP have charged a former manager of Arctic Bay’s hunters association with defrauding the organization of more than $200,000.
Officers were informed about the alleged crimes in November 2024, RCMP said Friday in a news release. The investigation flagged more than $230,000 in unauthorized transactions between 2022 and 2024.
Amy Barnabas, 39, faces charges for fraud over $5,000, bookkeeping fraud, and criminal breach of trust.
When reached by phone, the Ikajutit Hunters and Trappers Association declined to comment.
Barnabas is scheduled to appear in court in Arctic Bay on Oct. 5.

The solution is to recognize and run the HTA as the non‑profit organization it actually is, rather than forcing it into municipal-style election and bylaw processes. Municipal rules don’t align with non‑profit operations, and applying them creates confusion and slows down essential governance work. By shifting to standard non‑profit practices: straightforward elections, flexible amendment procedures, and bylaws that reflect the HTA’s true mandate financial clarity becomes immediate. When governance is simple and appropriate to a non‑profit structure, the financials are transparent, consistent, and far easier for both members and the board to understand.
NIWS is supposed to be in place to monitor this money. Needs an overhaul. Less focus on what NIWS is in charge of and more focus on doing their actual job.
