Where in the world are you? In Nunavik, where many vehicles sport unusual license plates, like this one spotted in Kuujjuaq, because they’re not legally registered in Quebec and there’s no local branch of the the Société de l’assurance automobile du Québec, which handles vehicle licensing and registration in the province.
