Thomas Berger deserves admiration

Anybody who can move forward the stalled implementation provisions in Article 23 of the Nunavut Land Claims Agreement deserves our full admiration and appreciation.

In addition to the lack of monetary allocations by the federal government, there is also another underlying barrier to progress, that of the administrative and bureaucratic resistance.
