Martin Frampton, 27, an Inuk man living in Ottawa, has been charged with first-degree murder in the May 14 death of another Inuk man who had also been living in Ottawa, Kenneth Ammaklak, 31, the Ottawa Police Service said.
Frampton, who also goes by the name Martin Poisey, is originally from the Baffin region but had lived in Marystown, Newfoundland, before moving to Ottawa.
Police describe Frampton as being “of no fixed address.” He was arrested on May 23 and appeared in court on Friday, May 24, when he was remanded into custody, police said.
Police and other first responders had been called early on the morning of May 14, after somebody found Ammaklak’s body outside 251 Donald St., a high-rise building maintained by Ottawa Community Housing just east of the Vanier Parkway.
In a report, the Aboriginal People’s Television Network said Ammaklak and Frampton were friends and that Ammaklak had moved into a social housing unit in the building just a few days before his death.
