Quebec nursing order revokes licence of former Nunavik nurse

Quebec’s order of nurses has revoked the licence of a nurse who worked in Nunavik from 2007 to 2013 and in the James Bay Cree region in 1996.
Marc Voisine, who is the brother of the acclaimed Quebec singer and actor, Roch Voisine, must also pay two fines of $2,500 each, related to two charges against him.
Voisine is accused of sexually abusing a patient in 2017, while working at a remote nursing station on Anticosti Island.
No charges have been laid yet against Voisine by the Sureté du Québec, and none of the allegations have been proven in court.

The order found that Voisine, who has not worked as a nurse since 2017, was guilty of abusing his position of trust as a nurse.
The Sept. 6 decision to revoke Voisine’s license stemmed from the need to protect the public, the judgment said.
“The actions of a sexual nature by Mr. Voisine took place while he was providing care to a patient,” it said.
Overall, such actions as Voisine’s have “negative impact on the confidence of the public about this profession” of nursing, it said.
The judgment follows a similar decision by the order’s disciplinary committee.
The two documents, obtained by Nunatsiaq News, allege that he abused his professional relationship with a patient by engaging in “abusive sexual acts” and having sexual relations with her.
The complaint dates back to March 2018.
Voisin worked for the Ungava Tulattavik Health Centre from Oct. 1, 2007, to March 8, 2013.
Voisine is alleged to have violated the nursing code of conduct by unnecessarily taking the temperature of the complainant with a rectal thermometer, insisting it would be more accurate.
He is also alleged to have fondled the patient’s breasts when he was listening to her breathe, asked her to remove her pants and panties for a gynecological examination and then raped her.
The Sept. 6 decision of Quebec’s order of nurses states that Voisine had not expressed remorse.
